'Fallujah' video game cancelled... but "Saw" torture game is okay?

Here's an example of the video games industry's odd moral compass - a serious work looking at the Iraq War through the eyes of the participants is withdrawn because it's too controversial. Meanwhile, facile nonsense based on nihilistic torture porn move "Saw" goes ahead. Go figure :)
So, are video games a valid artistic way to explore social issues? If not, why can't this form be used?
